Strategic AT Budgeting: Planning for Your 2026 NDIS Review

As we head into the final quarter of the 2025/26 financial year, NDIS participants, Support Coordinators, and Plan Managers are facing a common pressure: the "use it or lose it" mindset. However, in the current climate of legislative reform and tighter scrutiny, this approach is becoming a liability.

If you reach your plan review with a large amount of unspent funding, the NDIA may view it as evidence that your current supports are "more than reasonable and necessary." Conversely, if you rush to spend your budget on items without clear evidence, you risk audit flags.

It is time to move beyond "use it or lose it" and adopt a Strategic Budgeting approach. Here is how to use your remaining funds to build genuine capacity.

1. Move from 'Consumables' to 'Capacity Building'

The NDIA looks for outcomes. If you have remaining budget in Core - Consumables, do not simply buy more of the same items. Use these funds to trial Cognitive Supports that demonstrate a shift from "paid-support dependency" to "independent functioning."

Ask yourself: Does this item reduce the need for a 1:1 support worker to prompt me to take medication or complete a task? If the answer is yes, you are building capacity.

2. The 'Audit-Proof' Evidence Folder

If you purchase Low Cost AT (like a digital calendar, sensory tool, or communication aid) before June 30, ensure you have your "Audit-Proof" folder ready for your next planning meeting:

  • The Goal Alignment: Link the item to a specific goal in your current plan (e.g., "Increased independence in the morning routine").
  • The Functional Outcome: Document what the participant couldn't do before the AT, and what they can do now.
  • The Recommendation: Keep your OT or Support Coordinator's note alongside the invoice.

3. Prioritise 'Always-On' Cognitive Support

With the uncertainty of the upcoming July 2026 registration changes for providers, building your personal "Independent Home Environment" is a wise move. Focus on 'Always-On' supports—items that do not require an ongoing subscription, a support worker's presence, or an external provider. These items are the most "reasonable and necessary" supports because they provide 24/7 independence.
